Cascade Projects was born in the high desert of Central Oregon, where Justin Wheeler's family had been crafting custom ranch homes and luxury builds for generations. What started as a deep regional expertise — building legacy properties at Lake Billy Chinook, Eagle Crest, and along the flanks of the Sisters — has evolved into a full-service construction and estate management firm serving Oregon's most discerning clients.

Justin Wheeler was born to build. Raised in a family that crafted stunning custom ranch homes on wide-open landscapes, construction wasn't just a career path — it was his calling. A University of Oregon graduate with over two decades of hands-on expertise spanning high-end residential remodels, large-scale commercial projects, and elite estate management.

Central Oregon Project Manager
Chris is a detail-driven project leader and former U.S. Army Airborne Ranger with more than 15 years of leadership experience supporting the U.S. Forest Service and Bureau of Land Management. His background spans wildfire response, fuel management, land preparedness, and emergency operations. At Cascade Projects, Chris applies that experience to life-safety, fire, wildfire-mitigation, and water-management projects with discipline, precision, and calm under pressure.
